Description: 1. Intent:
The intent of this solicitation is to select a successful Bidder (Contractor) to provide for the construction of the Narcoossee Elementary & Middle School Operational Improvements Project.

2. Scope of Service:
The purpose of this project is to improve vehicular access to Narcoossee Middle and Elementary Schools. Specific improvements include:

a. Extension of the Northbound left turn lane into new pavement widening beyond the existing lane
terminus, approximately 320 ft.

b. Reconstruction and extension of the existing southbound (SB) right turn lane, approximately 360 ft, (auxiliary lane) on Narcoossee Road adjacent to the school`s north entrance, including removal of the existing Type F curb and gutter, reconstruction of the lane edge with new Type F curb and gutter, new 4" concrete sidewalk, and Type B stabilization and extension of the SB right turn lane into new pavement widening beyond the existing lane terminus.

c. Reconstruction of concrete sidewalk adjacent to the SB turn lane extension (completed in Southbound Phase 1).

d. Milling and resurfacing of affected travel lanes within construction limits.

e. Drainage structure modifications including a partial curb inlet (Type J-2) and a partial manhole (J-8).

f. Installation of signing, pavement markings. Install an overhead internally illuminated sign at
the Narcoossee Elementary School South Entrance intersection.

g. Stormwater pollution prevention, erosion control, and site restoration. All pedestrian facilities are to adhere to current ADA standards. This project will be constructed within Osceola County’s existing Right of Way. The project also includes:

i. Mobilization
ii. Maintenance of Traffic
iii. Clearing and Grubbing
iv. Erosion Control

NOTE: The Contractor shall coordinate directly with the Osceola County Schools representative throughout construction to align all construction activities and traffic control phases with school operating hours, drop-off times, and pick-up schedules.

3. This project is a locally funded project.

4. Pre-Qualification required for this project: There are no FDOT Pre-Qualification requirements for this project.

5. Contractor is responsible for obtaining Osceola County’s Utility/Right of Way Utilization Permit (Fee Waived).

6. A South Florida Water Management District Permit Exemption Memo was completed.

7. Governing Standards and Specifications:

All work shall conform to the following standards listed on the Key Sheet:

a. FDOT Standard Plans for Road and Bridge Construction, FY 2026-27 and all applicable Interim Revisions
