The Town of Bennett is requesting proposals from interested firms or persons desiring to provide engineering and planning services to the Town for conducting a Traffic Engineering and Planning and Environmental Linkage (PEL) study for SH 79 from two miles south of I-70 on Converse Road and the Kiowa-Bennett Road north to East 56th Avenue (MP 5.25).

This request is for conducting a PEL study to provide an improved overview and understanding of SH 79 from two miles south of I-70 on Converser Road and the Kiowa-Bennett Road north to East 56th Avenue (MP 5.25). The selected consultant shall evaluate the existing and future operating conditions and features of SH 79. The consultant shall produce a PEL report with the goal of identifying existing conditions, improvement plans to reduce congestion, and to improve operations and safety of SH 79.

The selected firm will be expected to:

• To identify the operational and safety goals, objectives and visions of various jurisdictions for the corridor.
• Complete the Study in a manner in accordance with the Federal Highway Administration (FHWA) Planning and Environmental Linkage (PEL) process. This will include:
? Public Outreach
? Outreach to local governments and special interest groups affected by or within the study area
? Outreach to State and Federal resource agencies
? Documentation to NEPA standards so information developed in this Study can be appended or referenced in a final NEPA document
? Completing the PEL questionnaire, which is included in Appendix B, for submittal to FHWA
• Identify existing and future problem areas in the corridor from a congestion, operational, and safety perspective.
• Assist CDOT, public agencies, and resource agencies in identifying issues in the corridor of importance to each respective agency.
• Recommend a set of phased plan improvements to optimize corridor operations, decrease delays/conflicts at the Union Pacific grade crossing, improve travel time, and enhance safety.
• Establish a priority list for planned improvements.
• Develop and analyze conceptual costs of improvements.
• Identify and document conceptual funding resources.

Three documents are considered to be the major documents that should be used in preparing the response to the RFP. They are: (1) Railroad Grade Separation Preliminary Feasibility Study, dated December 2008; (2) Downtown Planning Study, dated December 2010; and (3) Town of Bennett Comprehensive Plan, dated January 2012.
