| Description: |
The intent of this bid is to secure firm fixed pricing for the on-site management services. The awarded bidder will provide a comprehensive on-site management solution for all dish machines, pot machines, power-wash three-compartment sinks, and cleaning supplies. All cleaning products must be dispensed through an electronic digital dispensing system equipped with an LED digital read-out. The system shall be a color-coded, closed-loop design that prevents dispensing if products are incorrectly mixed.
The awarded bidder shall be responsible for the installation, maintenance, and proper operation of all dispensers throughout the School District. School names, addresses, and relevant contact information are provided in Attachment H.
Estimated annual meal volume for the 2026/27 fiscal year is 8,770,000 meals (6,320,000 lunches and 2,450,000 breakfasts). This Invitation to Bid may also be used to purchase products and services for Osceola Technical College (oTECH) and any current or future secondary Culinary Arts Departments within the School District.
The performance of the awarded Bidder shall be in accordance with the terms of the specifications and at the quality standards of service set forth herein.
To include but not limited to:
A. RESPONDENTS’ QUALIFICATIONS & REQUIREMENTS
1. Must have the ability to provide direct delivery of products and material to each site.
2. Must have the capacity to monitor inventory levels on a 20 working-day rotation, maintain minimum on-hand inventory equal to one (1) month of projected consumption per site, and implement a reorder threshold that triggers restocking before inventory levels falls below twenty percent (20%) of par.
3. Must be able to provide urgent restock deliveries within twenty-four (24) to forty-eight (48) hours if needed.
4. Must have the capacity to provide SDS (Safety Data Sheets) for all products used in the program along with notebooks, binders, and documentation materials required for sanitation program documentation at each school site.
5. Must be able to provide cleaning procedures, charts, posters, and employee training materials for sanitation procedures and any adhesives or methods to secure poster and training materials at each site.
6. Must have the ability to provide a bilingual reference guide including usage instructions, application tools, and task lists.
7. Must have the capacity to provide and maintain operational supplies, equipment, and personal protective equipment (PPE) including but not limited to:
• Pack cutters
• Sanitizer test kits • Sanitizer logs
• Oven scrapers
• Spray bottles
• Dispensing equipment
• Dishwashing gloves
• Goggles
• Ongoing resupply of these items throughout the duration of the program.
8. Must have the ability to ensure that all the supplies, equipment, and Personal Protective Equipment (PPE) provided under this contract complies with OSHA chemical resistance standards, including its labels.
9. Must have the ability to ensure that the dispensing equipment provided includes a calibration verification process and documentation of dilution accuracy.
10. The respondent’s trainer must be Hazard Analysis Critical Control Point (HACCP) certified and must be able to provide a copy of the certification with this ITB submittal.
11. Must be able to provide English and Spanish training videos or web-based training covering all facets of the sanitation program.
12. Training videos will not replace personalized training provided by awarded vendor service personnel.
13. Must have the ability to provide a procedure and reference manual covering the mixing, use, and application of all materials used in the program.
14. Must identify a specific individual who will serve as the District’s primary point of contact on a day-to-day basis who must be available within twenty-four (24) hours by telephone to:
• Address resupply needs
• Provide technical support
• Attend meetings
• Respond to telephone calls and specific inquiri |
